Saga of tainted ash ends in Allegheny Township

After nearly 17 years, the problems surrounding the ash lagoon removal at the Kiski Valley Water Pollution Control Authority's headquarters in Allegheny Township finally are resolved.

The state Department of Environmental Protection signed off on the final review of the ash removal several weeks ago.

In October 1994, radioactive uranium was found among debris stored at the location. The uranium, part of Babcock & Wilcox's dismantling of its Apollo nuclear fuels plant, was spread throughout the disposal area.

Federal Superfund dollars were used to excavate the lagoon, and the tainted ash was hauled to a temporary storage facility in another county since no municipal landfills would accept it.

A firm in Texas finally accepted the material, and it was transported by train at a cost of about $3.2. million, with the authority and B&W splitting the cost evenly.

The state chipped in some money for the project but the amount wasn't available on Wednesday.

The authority will be remanded a $10,000 certificate of deposit posted as a bond on the project.

In other business

• The authority is on track to vote on Sept. 21 on the design for a $28 million expansion project that will double the plant's capacity.

The mechanical and structural design have been completed, and the electrical system design is nearly finished by KLH Engineering.

• Municipalities in the authority's area were served with details of Westmoreland County Judge Gary Caruso's ruling that all 13 municipalities must be part of Leechburg and Vandergrift boroughs' suit against the authority.

Leechburg and Vandergrift sued the authority after it proposed charging those boroughs for a greater share of the expansion project because they didn't complete sewer separation projects as required under state and federal regulations. Those two communities, authority officials claim, cause greater amounts of storm water to enter the treatment plant because of their combined sewer systems. The authority proposed changing its rate structure to charge more to customers in those communities than in the 11 others in the system.
